Former MP CC Gohain passes away
ITANAGAR, Feb 18: Former Member of Parliament CC Gohain (Namchoom) passed away at his Chongkham residence Sunday evening after prolonged illness.
He was 86, and is survived by his wife Nangchoi Sumecha, three sons and a daughter.
Gohain, a first generation leader had represented the Parliament of the Fourth and Fifth Lok Sabha–1970–77 from the erstwhile NEFA. Besides being an eminent and renowned social worker, Gohain believed in simple living and high thinking. He was instrumental in transformation of present state of Arunachal Pradesh from the status of Agency Council to Union Territory and finally to Statehood.
He also played a pivotal role in unifying the diversified communities of the erstwhile NEFA and devoted his whole life towards all round development of the state. This was stated by Tai Khampti Singphow Council.
Meanwhile, Governor Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have condoled the death of the former Parliamentarian. In his condolence message to Nangchoi Sumecha, wife of Late CC Gohain, the Governor said, “Gohain was an eminent parliamentarian of the State, who made immense contribution towards the State. He played a crucial role in the political evolution of Arunachal Pradesh from the then status of Agency Council to Union Territory, which finally paved way for attainment of Statehood.
Joining people of Arunachal Pradesh in praying for eternal peace of the departed soul, Governor offered heartfelt condolence to the bereaved family.
“Late Gohain will be remembered forever by the people for his contributions as an able parliamentarian, a renowned social worker and a very good human being,” Chief Minister Nabam Tuki said in a condolence message and extended solidarity with the bereaved family members on the irreparable loss.
Born at Sadiya, Gohain was the fourth amongst the eight sons of late Raja Chow Kanan Namchoom and Nangchoi Oktra Namchoom of Chongkham of Lohit district.
He did his schooling at Sadiya and Dibrugarh, and higher education from Cotton College, Guwahati.
He also held various important positions. He was a member of Social Welfare Advisory Board, Territorial and Agency Council, Chief Commissioner for Scouts of NEFA branch, Secretary of Lohit Bodhi Society, Khampti Council and NEFA Sangam and Chairman of Tribal and Environmental Conservation Board of NEFA.
He persistently pursued the Government of India for grant of another seat in the Lok Sabha as well as a seat in the Rajya Sabha for Arunachal Pradesh which eventually materialized.

Preparations for Statehood Day on
ITANAGAR, Feb 18: The preparation for the Statehood Day Celebration 2014/ Festival of Arunachal is going on full pace. The Capital Administration is making every effort to make it a grand success.
Chief Minister Nabam Tuki today visited the park along with a host of dignitaries and inspected the ongoing preparations.
Organizing Chairman, Dani Sulu and the Deputy Commissioner Itanagar Capital Complex Mige Kamki briefed the Chief Minister and his team about the preparation. Salu informed that cultural troupes from the six north eastern states i.e Meghalaya, Manipur, Assam, Tripura, Sikkim as well as the host state will be participating in the event, which will help generate a Pan East feeling. He also informed that the prices of the food stalls have also been regulated and the prices would be displayed in the flags at the venue.
The exhibition stalls and food stalls have already been constructed and allocated to the applicants who have already started moving in. A Khampti hut constructed at the venue has been designated as the VIP Lounge. Legendary artistes from the state would be performing during the festival. Popular Rock bands from the North East like Lou Majaw, Luit Tides, Taka Trio, and Arunachal Fusion Band would be performing on the concluding day. Fashion show by renowned designers from Arunachal is also scheduled on February 20 and 21 which will also help provide a platform to the upcoming models of the state as all the participating models are from the state. An international trade fair is also set up alongside the venue at the Park as a major attraction.
President expresses concern, condemns attack on NE people
NEW DELHI, Feb 18: Pranab Mukherjee, President of India, has expressed his serious concern over the repeated attacks on the people of North East in the national capital. He made his indignation clear when a delegation Nido Tania’s family led by Lok Sabha MP Takam Sanjoy called on Mukherjee at Rashtrapati Bhawan here this evening.
Mukherjee condemned the attacks and said that he would press the government to take up the matter earnestly.
MP Sanjoy also briefed him about the inordinate delay in taking action against the erring police personnel of Delhi Police deployed on fateful day of January 29 last the day of the incident at Lajpat Nagar.
Earlier, Nido Marina, the deceased mother submitted a 10 point memorandum that included immediate punishment to all the culprits involved, setting up of separate police station to deal the cases related to NE people, inclusion of a chapter in NCERT syllabus and handing over of the case to CBI, among others.
Jitendra Singh to lay foundation stone of NIMAS at Dirang
NEW DELHI, Feb 18: Union Minister of State for Sports and Youth Affairs (Independent Charge) and Union Minister of State for Defence Jitendra Singh would lay the foundation of National Institute of Mountaineering and Allied Sports at Dirang in West Kameng District of Arunachal Pradesh soon.
Lok Sabha MP Takam Sanjoy who called on Jitendra Monday evening informed that though the date is not finalized but he has confirmed to inaugurate one of the biggest projects of the border state.
The required land at Dirang for the National Institute has been provided by the State Government of Arunachal Pradesh. NIMAS is expected to provide employment to hundreds of local indigenous mostly in the middle and lower level. Besides, it will generate further indirect employment in the region and will also boost the economy of the common people who would be providing day to day various services required to the Institute. It would be a training institution for multifarious adventure activities relating to land, air and aqua to attract adventure enthusiasts. This Institute would be first National Institute of its kind where theoretical and practical training for activities relating to mountaineering, aero adventure and aqua adventure would be conducted. Trainees for the courses at the Institute shall be from all parts of India and abroad. These would include personnel from Defence Forces, Para Military Forces, NCC cadets, civilians and students sponsored by State Governments.
Meanwhile, the Union MoS for Defence would be convening a meeting of top BRO officials on Wednesday to discuss about the fate of hundred of labourers working under Project Vartak in Tawang and West Siang District.
Singh assured that the decision would be revoked at the earliest for the welfare of the labourers who mostly consisted of local indigenous.
About 7000 casual labourers were retrenched in the wake of finance ministry’s decision to cut the budget down to 20 percent. On February 11 last, Sanjoy along with T N Norbu, Principal Advisor to CM & Parliamentary Secretary, PWD and Jambey Tashi, Parliamentary Secretary, Civil Aviation called on A K Antony, Union Defence Minister submitted a letter at Defence Minister’s south block office and urged upon him to immediately give directive for quashing of mass discharge order of the Vartak authority.
Sanjoy also pleaded that the labourers be instead provided with difficult and winter allowances for working under trying circumstances and treacherous terrains round the clock.
Scientific beekeeping training for local unemployed begins
ITANAGAR, Feb 18: A weeklong training on Scientific Beekeeping for 25 local unemployed youths and the progressive farmers started at Training Centre of Khadi and Village Industries Board, Itanagar from today.
The training is organized by State Khadi and Village Industries Board and sponsored by the National Bee Board, Dept. of Agriculture & Cooperation, Ministry of Agriculture, and Government of India.
In encouraging the trainees and emphasizing the importance of apiculture in the state Secretary (Industries) Dr. S S Ghonkrokta in his speech said that for the professional beekeepers “sky is the limit”. He said Arunachal Pradesh can become a leading producer and exporter of “organic honey” which has an international market and immense export potential.
He advised the trainees not to forget to consistently follow up and take initiative to embrace beekeeping activities after the training is received. He said this in not the end but the real beginning. He also requested the officers of the Textile & Handicrafts Department and the Agriculture Department who are also associated with the development of beekeeping to extend all possible support to the trainees.

Training on production & management of quality planting materials
PASIGHAT, Feb 18: Three days capacity building training on production and management of Quality Planting Materials of Horticultural Crops of NE region has begun yesterday at College of Horticulture & Forestry, Central Agricultural University, Pasighat. The training programme is organized under Director of Extension Education, Central Agricultural University, funded by Zonal Project Directorate – III, ICAR, Barapani.
Shortage of elite quality planting materials is one of the major constraints for production of horticulture crops in NE states. Today, India is producing record quantity of fruits amounting to over 75 million metric tones, and 147 million metric tones of vegetables per hectare productivity, 11.7 MT for fruits and 17.3 MT for vegetables. Performance of fruit production is fairly good in Assam and Tripura, among the NE states with productivity 12.8MT and 15 MT, respectively against 1.5 MT in Arunachal Pradesh. In case of vegetable, productivity Arunachal Pradesh is only 9.2 MT in comparison to all India average 17.3 MT.
The main objectives of the training is to building capacity among the extension functionary of Arunachal Pradesh with the latest tool and techniques of planting material production of important fruits, vegetables, ornamental and medicinal and aromatic plants. Participants from the state department of horticulture, agriculture, fishery, rural development and Krishi Vigyan Kendra’s are attending in this 03 days training.
Inaugurating the training, Dr. A K Pandey, Dean of the college described the importance of quality planting materials. He mentioned that farmers’ of Arunachal Pradesh is in need of quality planting materials for higher productivity as well as quality produce. Production of quality seed at farmers’ field keeping the seed village concept can provide job opportunity to rural youth and women. Dr. Pandey cited the several success story of Ranibelua area of Karnataka where private seed companies are providing job opportunity to school dropout children in emasculation and crossing techniques in production of hybrid seeds. Agri dept signs MoU for oil palm cultivation
ITANAGAR, Feb 18: A Memorandum of Understanding was signed between Department of Agriculture, GoAP and private Oil Palm Developer M/s Sivsais Oil Palm Limited, Elluru, Andhra Pradesh for taking up Oil Palm cultivation in an area of 5000 hectare in Changlang, Tirap and Lohit districts with processing mills, informed agriculture department in a release.
Oil Palm Area Expansion programme is a Government of India’s prioritized scheme for the North East and is funded through the Ministry of Agriculture. As per expert committee report, about one lakh hectare area is suitable for oil Palm cultivation in the state.
Oil Palm is edible oil and India imports Palm oil largely from Malaysia and Indonesia. The state govt. has accorded priority on crop diversification for raising farmers’ income and Oil Palm cultivation is a new initiative in this direction.
The memorandum of understanding encapsulates all steps from raising of nursery to buy back of Fresh Fruit Bunch (FFB) from the farmers for processing. Similar MoU are in the pipeline for foothill areas of other potential districts viz. Lower Dibang Valley, East Siang, West Siang, Lower Subansiri, East Kameng and Papum Pare.
Success of the programme is expected to raise the agro based rural economy of the state to a new height.

He also stressed the importance of agriculture and its allied sectors as the back bone of the rural economy for development in our society.
Earlier, KVK programme coordinator Dr. T Heli stressed on the need of building service providers at village level where the extension services and delivery supports of the department is unable to reach. He informed that the participating trainees are selected by the different farmers’ groups of different localities of the district with the criteria of – able to read and write, settled in the village and interest to learn and render services to the fellow farmers. Further, he informed that these service providers could serve as the department agent in their respective village for the cause of the farming community.

Dr. Tachi Taku, Deputy Director (Planning) highlighted the importance of the livestock sector for the rural farmers as ATM. He advised the participants to be more attentive and complete the entire course of training and be a perfect service provider for fellow farmers.
Joram TaKo, District Agriculture Officers (DAO), Yupia, who chaired the entire session of the inaugural function appreciated the initiatives of the KVK and expressed the need of such trainings in different localities for augmenting the crop and livestock productivities of the farming community in the state.

Inclusive policies can fight hunger, malnutrition
Rome, Berlin, Heidelberg, Utrecht: In a world that produces enough food for all, the sixth edition of the 'Right to Food and Nutrition Watch', a report, launched in Rome, identifies a number of policies that generate hunger and malnutrition instead of reducing them.
The articles in the report urge that such policies and the actors who implement them, respect and incorporate the human right to adequate food when redesigning detrimental policies. The report further insists upon the need for inclusive and meaningful participation of people and communities in the development of those public policies which affect their lives.
According to the report, policies that foster violence and discrimination against
women with regard to equal access to natural resources, inheritances, equal wages
and political decision-
The report also reveals policies which systematically limit and exclude large groups, including peasants, agricultural workers, fisherfolks, pastoralists and indigenous peoples from participating in those decisions that affect their livelihoods.
The study also talks about policies on a global level that facilitate land grabbing, concentrated ownership of natural resources and the commodification of public goods that deprive smallholders and other people of their food resources.
